My brain really hurts...

It appears to be a chain driven CVT (continuously variable transmission).

..which isn't really a true CVT, because you have to move in 1 tooth increments.

Judging by the fact that the outer index plates are oriented in reverse to each other, I would say that as one gets bigger, the other gets smaller.

The trick is to have it move in increments to essentially add teeth to each side.

So maybe the chainring is broken radially all the way around, and as it get bigger it skips teeth?

It could also be a variable stroke mechanism where those index plates guide the teeth further out radially based on the offset of the inner control plate.

I want more info on it though.
