I am assuming that because it's from Japan, they are limited on space so this is their take on a tandem.
The stoker has cranks on the rear hub. On the left side, there is a freewheel type 'chainring' so that when the riders are coasting the rear wheel still moves.
The stoker is connected to the captain with a direct drive chain on the front crankset.
